In 2024's year of elections, political ads were delivered on Facebook and Instagram in over 100 countries. Academic and journalistic discussion of this advertising often centers on the ability of campaigns to target narrow audiences with tailored messages. However, to date there has been very little research into which of Meta’s different targeting approaches are employed most often by political campaigns. This study classifies the targeting options available through Meta Ads Manager and identifies the approaches most used by election advertisers. This study has two research goals. First, it assesses which approaches political advertisers most often used to target their Meta ad campaigns during national election periods across the world in 2024. Second, it analyzes how consistent these strategies were across different countries and electoral systems. To answer these questions, the paper uses data from the Meta Ad Library to analyse ad spending on different targeting approaches across political campaigns in 49 different countries with elections in 2024. Specifically, it finds that political advertisers across all contexts are most often likely to opt for simpler targeting strategies based around geographic data, although the extent to which this targeting approach is used varies according to the country and electoral system. It also finds global disparities in the use of some targeting approaches, with Custom Audiences employed significantly in the U.S., but relatively little elsewhere. Based on our findings, we identify three elements of Meta's advertising platform that merit further study: approaches to geographic targeting, the use of Custom Audiences, and the influence of Meta's ad delivery algorithm.
