This report examines Canada’s response to two converging transformations: the fragmenting of geopolitical order and the rise of artificial intelligence as a general-purpose technology reshaping economic value, geopolitical power, and social institutions. Framing the response as a national “moonshot,” the authors argue that Canada’s long-term prosperity and sovereignty depend on redesigning its economic architecture around data, intelligence, networks, and digital infrastructure.
