FRI Soundness Above the Johnson Bound via Threshold Halving

We prove the first unconditional soundness theorem above the Johnson bound for FRI, STIR, and WHIR — the proximity-testing protocols underlying every deployed STARK, zkVM, and FRI-based system on Ethereum's roadmap.
