[First paragraph] The ripple effect caused by the landmark case Leung Roy William v. Secretary for Justice (2004) [1] has been far-reaching and significant in its impact: in 2006, the Hong Kong Law Reform Commission set up the Sexual Offences Sub-Committee ('the Sub-Committee' hereafter); in the next 4 years, the Sub-Committee issued a series of reports and consultation papers: (1) Interim Proposals on a Sex Offender Register - Consultation Paper (2008); (2) Sexual Offences Records Checks for Ch
